Surging Investment Projects in Macao’s Four Major Industries Showcase Robust Investment Potential and Accelerate the Layout of Industrial Innovation

MACAU, August 14 - Leveraging the “One Country, Two Systems” principle and its unique geographical advantages, Macao is comprehensively promoting the “1+4” industries towards an appropriately diversified economy. Macao SAR Commerce and Investment Promotion Institute (“IPIM”) received 194 new investment proposals in the first half of 2026, representing a year-on-year increase of 7%. Notably, over 60% of the projects were meant for the “1+4” industries, an increase of over 40% compared with the same period last year. Regarding these industries, the modern financial services, high technology and big health projects saw particularly robust growth, with big health projects increasing by over 60%, and modern financial services and high technology projects recording exponential growth.

In this period, IPIM followed up on 133 investment projects which created 787 jobs for the employment market. The projects established in Macao cover key industries such as high technology, featured finance, big health and biomedicine. Among them are listed companies and leading companies with high growth potential. With offices or venture capital funds newly established in Macao, these entities have strong confidence in the prospects of the Macao market.

Deepened Capital Synergy and Expanded Investment Attraction Network

With the formal implementation of the Investment Funds Law, the local financial regulatory system has been further improved. At present, eight investment fund management companies have been licensed or pre-approved in Macao, accelerating the city’s progress towards becoming a powerful magnet for international capital.

To further consolidate industrial resources and bolster the effectiveness of external promotion, the Macao SAR government has, for the first time, appointed 17 “Macao Investment Promotion Ambassadors” this year. These ambassadors include leading figures from industries such as technology, healthcare, and finance. The initiative fully leverages Macao’s strength as a “Precise Connector” linked with Portuguese-speaking and Spanish-speaking countries, as well as the production capacity strength of the Guangdong-Macao In-Depth Co-operation Zone in Hengqin. Through “Attracting Investment through Business Networks” method, a long-term mechanism for collaborative promotion between the Macao SAR government and the industries has been successfully established.

By actively expanding its international co-operation network, IPIM has established close ties with many multinational venture capital firms and potential companies. More than 50 companies have expressed their initial interest in settling in the “Macao Science and Technology Research and Development Industrial Park”. In addition, IPIM has also reached strategic co-operation agreements with many multinational companies and institutions, successfully attracting leading integrated circuit companies in the Yangtze River Delta to establish research centres in Macao, facilitating the gathering of global scientific research talents and technological resources.

Co-ordinated Development of Industrial Settlement and Community Economy

In terms of industrial settlement, both traditional and emerging sectors are exhibiting a robust development. Within the big health industry, three pharmaceutical companies have made additional investments. And several “Tourism + Big Health” models have garnered significant investment interest, including plans for a day hospital and the promotion of advanced therapies. These efforts aim both to enhance the healthcare service provision in Macao and foster the integrated progression of health maintenance and tourism.

Meanwhile, a renowned Traditional Chinese Medicine (TCM) company from the Chinese Mainland has inaugurated its “Traditional Chinese Medicine Culture Experience Pavillion,” and a prominent Portuguese catering entity has introduced chain brands to Macao. Along with community-based budget accommodations and diverse brand flagship stores, all of these initiatives serve as a continual source of vibrancy for the local consumer market, enriching the community economy and retail ecosystem, and driving related employment and SME business opportunities.

Combining Various Investment Promotion Strategies to Create a Golden Gateway for Investment in the Asia-Pacific Region

Macao boasts advantages such as low tax rates, an international legal environment, and regional synergy. The Macao SAR government will continue to optimise business regulations and accelerate the improvement of the upstream, midstream, and downstream industrial chain ecosystem, transforming the city into the most efficient and promising investment gateway in the Asia-Pacific region. To help implement the “Third Five-Year Plan for Economic and Social Development of the Macao Special Administrative Region (2026-2030),” IPIM will launch a series of measures in the second half of the year, including the “Macao Investment Promotion Ambassadors,” the “Programme for Supporting the Development of Macao First Store Economy,” and the “Joint Development of Macao and Hengqin,” to provide global investors with a convenient “one-stop” channel for project settlement.

The Macao SAR government adheres to a market-demand-oriented approach and a service-oriented approach to ensure that diverse investment attraction and industrial support initiatives can be transformed into employment opportunities, technological upgrades and economic growth, laying a solid foundation for the appropriate diversification and stable prosperity of Macao’s economy.
